鈥婻ecent developments from New York state introduce a program offering New York residents 鈥渇ree tuition,鈥� while still requiring students to pay room, board and fees, at SUNY and CUNY institutions.

The legislative bill has an extensive list of fine-print details. So far, these appear to include:

• You must maintain a minimum GPA鈥�or you will lose your grant.
• You must complete 30 credits per year鈥�or you will lose your grant.
• You must live and work in New York state after graduation for as many years as you receive your grant鈥�if not, you鈥檒l be required to repay your grant. In essence, your grant becomes a loan.

And if the funding runs short, freshman students may be denied the free tuition grant altogether. A state-run lottery will decide who receives the grant, forcing many eligible families to be turned away.
